I've been poking some more. Seems the Kizer Element Howard Frame might take four 59mm wheels.

states 60mm outer, 58mm inner, so it doesn't seem unlikely four 59mm might fit.

The H-block shape looks decently ok for such a setup, at least to me..

Also seem like a GC FLT II frame will support 4x 59mm. However, many has commented the don't last nearly as long and aren't as fast as the Kizer fluid plastic material, which is also used in the Elements frame.
